Microsoft today released Windows 10 Insider Preview build 17713 to the Fast ring. Along with a bunch of new features, the company announced that it will be resetting the Skip Ahead subset of the Fast ring.
You might have noticed when installing build 17713 that it comes from the RS5_RELEASE branch, rather than RS_PRERELEASE. That means that Microsoft is starting to wind down development, and it will begin finalizing the feature update for release. It also means, however, that it's going to start flighting builds from the next development branch soon, which will still come from RS_PRERELEASE.
The codename for the next update is reportedly 19H1, as the firm is departing from its usual Redstone codenames (before that, it was Threshold).
Announced in July 2017, the Skip Ahead subset of the Fast ring has always had limited availability. After a certain amount of devices sign up, you can't sign up anymore. As devices are unenrolled, space opens up.
But now, Microsoft is wiping the slate clean, giving a fresh wave of Insiders the chance to test out Windows 10 19H1. The option to sign up will disappear from your Windows Insider Program settings, and in a few weeks, the company will make an announcement that enrollment is open again. If you don't reenroll, your PC will be demoted to the regular Fast ring.
